There are various rules in different countries regarding erection of masts - one should recognize local building code. Generally, there is a limit of height within which no permission is needed (e.g. 3m), and when a higher mast has to be build - an appropriate construction permit should be obtained, or at least the construction has to be registered - it all depends on local law.
